BRAZIL'S OVERVIEW CORNER. SYRIA, A COUNTRY FORGOTTEN BY THE UN

                   Bashar al Assad’s  government evil  actions  against  the  Syrians has  gone too far, as it is not  possible  to foresee what  else is underway  regarding  successive  massacres brought about by air  bombardments reported  almost daily on  TV channels  and other media all the world over.   

                  These   kinds   of  misdeeds  have,  as far as I can  understand, tended to become second-nature  to the  daily life of  Syria’s people. Furthermore,  what is  astounding  is  the fact that one has not seen any  concrete  attitude  taken  on  the part  of  the UN. What on earth  is happening  to  the  minds of this  international organism    entitled to  take strict  measures against  all the  slaughter  committed by  a dictator  who  does not  care a bit  for what  the world  community may think of his   crimes?               

                 Lately  it has been reported in the media that  at least  hundred of people have been  killed or seriously  injured  (ghastly scenes with  children and adults with their bodies burned  or lacerated) by  chemical weapons – a kind  of  weapons   the use of which is not  approved even during  war  time. It is up to the UN to quickly  check  whether    these  coward and insane attacks have actually been  carried out. This  absurd of  savagery    cannot be  endured  by the world community  any longer. Something must be done   before  these   actions  turn into   genocides  crimes that ought to be  strongly  repelled  by our civilization. Indeed,  it is a crime against  mankind  inasmuch as we all  share the  same  feelings of outrage before  these terryfying  deeds.

               For some time now    I have been   writing   repeated   articles  strongly  criticizing Syrian  government for its real  terrorist   attitudes  towards its  people besides  having played  continuous havoc on  its cities, here  including  buildings,  residences, parks,  imposing  architectural constructions and all that  a city is made of, i.e., its  whole  infrastructure. All the  main  cities  of Syria  have suffered continuous   devastation. But what about their   people,   their children, their elders? Will they go on   migrating   to Turkey and other   neighboring  countries?  What will happen to the   fate of the already massive  emmigration? Who will be held responsible for all the massacres practiced so far in Syria? 

It is up to the UN to try to solve this unbearable   situation. Consequently,  its  Security Council  should  do  the utmost   to take  firm  and pressing   steps against this  carnage  as otherwise it will bring discredit on that  international organism. No use  sending  commissions to watch over  what is  happening  there,  since  the massacres are well known  by  international  press and other  media. To  confirm   all  that  is too obvious and a waste  of  time. Everything  the world community needs  is concrete and effective measures against the dictator that might lead to his final fall of power in Syria --  event that goodwill men expect to come true as early as possible.

However,  there is one  unfavorable factor  that one should  point out in the  conflict: the country  is  split into  two major  sides,  one is  on behalf of  the dictator. Of course   this  group is formed by  the  military  forces and  the political  entourage of the  dictator. In  other words,  the partisans  that belong  to  the privileged  people who are   still  leading a  life style  modeled on  the  privileges and  lavishing   life  conditions. The other group is made up of the  so-called opposition or rebellious  of the  regime a long time  installed in power.

So many  people have been killed in  Syria  over  two years of  a civilian  war that it is high time the dictator  should be  summoned  by the competent  international organisms to  account for all the  crimes  he is being blamed for so far, especially now  owing to the  supposed   Bashar al Assad’s  responsibility  for allowing  his army to make use of chemical   weapons  against the  opposition.

At least  two major  countries,  The United States and France have  declared  their  disapproval  of  the misdeeds  committed by the  dictator. Russia, which is   regarded  as an ally to Syria,  ought to  change  its  position, mainly because if  it  does not  react to    the atrocities  ordered by   the ruler of  Syria, it might be  understood  as  a country  that is giving  support, at least  politically,  to the   actions  of  the  dictator.  This  position of  a country  of the importance   of Russia is no good  for its  international  political and economical  relations  with  the rest of  the world.  Of course,  one knows that  the United States, for  example,  albeit being an example of  democracy, has also been  involved, in some  cases and in different  times,   with   a bad use of  its foreign  policy.

However,  one  cannot  deny the fact that both  The United States and Russia have played important  roles towards world  peace, being  a good example   their contribution to the Second World War. Rigorously,  no country is  thus totally  innocent and  blameless along the  History  of  mankind. Nevertheless,   when  facing   present   violence  in some  parts of the world, as is the example of  Syria,  one  cannot  accept  human  killings of  innocents and helpless  ones.    It is   a healthy attitude to express solidarity with those who   are thwarted in exerting  their dignity, citizenship and freedom.

I trust that the  mentioned world  powers  should  in-depth rethink their  home   interests, economically or ideologically considered, and  help  those who are dying  in Syria now before  our distraught  eyes  watching the awesome  view of the Syrian  tragedy.

A Síria, um país esquecido pela ONU

                     As ações maléficas do governo de Bashr al Assad contra os sírios foram longe demais, já que não  é possível  prever o que ainda se tem pela frente no que diz  respeito aos sucessivos  massacres causados por bombardeios aéreos quase diariamente  mostrados  pelos canais  de TV e outros  meios de  comunicação no mundo  inteiro.

Estas formas  de  atos  perversos tendem , até onde posso  entender,   a se transformar numa  espécie de segunda natureza no  cotidiano  do povo sírio. Além disso, o que é espantoso é o fato de que não se tem tomado  nenhuma  atitude  concreta por parte da ONU. O que diabo  está  acontecendo com  os ânimos  deste organismo  internacional com poderes para  tomar  providências rigorosas contra  toda a carnificina  praticada por um ditador que nem está aí para o que a comunidade  mundial  possa  pensar sobre seus  crimes?

Recentemente a mídia  tem informado  que, pelo menos,  centenas  de  pessoas  foram  mortas ou seriamente  feridas (cenas assustadoras com  crianças e adultos com  seus corpos queimados ou lacerados) por  supostas  armas   químicas – um  tipo de arma cujo  emprego não é permitida mesmo  durante épocas de guerra.. Por conseguinte,  compete à ONU de imediato  examinar se  estes ataques  covardes  e  insanos  realmente  ocorreram. Este absurdo de  selvageria  não pode  mais ser  tolerada  pela comunidade  mundial. Alguma coisa  tem que ser feita antes  que  tais  ações virem  crimes  de genocídio, os quais  devem ser  duramente  rechaçados   pela  nossa civilização. Na realidade,  isso vem a ser uma  crime contra a humanidade visto que todos nós  compartilhamos dos mesmos sentimentos de    ultraje diante  de atos  amedrontadores.

Há algum tempo  venho  escrevendo  artigos  criticando  asperamente  o governo sírio em virtude  de  suas   atitudes  de  natureza  terrorista para com  seu  povo, além de  constantemente  provocar  devastações  nas suas cidades, aqui  incluindo  edifícios, residências, parques, imponentes  construções arquitetônicas e tudo que constitui  a estrutura de uma cidade, i.e.,  toda a sua infra-estrutura.. Todas as principais  cidades da Síria têm  sofrido  contínua   destruição. Contudo,  o que dizer de seu  povo,  de suas crianças, dos velhos? Continuarão  migrando para a Turquia e outros países  vizinhos? Quem se responsabilizará  por todos os massacres  perpetrados até agora na Síria?   

Compete à ONU procurar  solucionar  esta situação   insustentável. Em consequência,  seu Conselho de Segurança  deveria envidar todo  o seus esforço  a fim de  tomar  providências  firmes  e  urgentes contra a carnificina, pois do contrário  este  cairá no descrédito. Não adianta que comissões de observadores    vejam  o que  está acontecendo lá, de vez que  os massacres são do conhecimento  da imprensa internacional e de outros  meios  de comunicação. Para  constatar  isso tudo não passa de uma obviedade e perda de tempo. Tudo que a comunidade mundial   exige da ONU  são medidas  concretas e efetivas contra o ditador  que possam  levá-lo à derrocada de seu  poder  na Síria  -  acontecimento  esse que os homens de boa vontade esperam logo ver  materializado 

Entretanto,   existe uma fator  desfavorável que se devia  assinalar no conflito: o país está rachado em duas  grandes   partes, uma  que está ao lado do ditador. Naturalmente  este grupo  constitui sua  força militar e a entourage política do autocrata. Em outras palavras,  os partidários que pertencem  aos privilegiados que ainda  levam  uma  vida  moldada por  prerrogativas e condições de vida  luxuosa. O outro  grupo  constitui a chamada  oposição ou rebeldes  contrários a um regime há longo  tempo implantado no poder.

Tantas  pessoas  foram  assassinadas na Síria  durante  dois anos de guerra civil que já é hora  de  os organismos competentes  internacionais  convocarem  o ditador a fim de  dar explicações   para os crimes  que lhe são atribuídos até hoje,  sobretudo  agora  diante  da suposta  responsabilidade  de Bashar al Assad   de  ter permitido   que seu exército empregasse   armas químicas contra  a oposição.

Pelo menos dois grandes  países, os Estados Unidos e a França declararam  seu repúdio aos desmandos  feitos  pelo ditador. A Rússia, que é tida como um  aliado da Síria,  deveria  modificar  sua posição,  mormente  porque se   não reagir  às atrocidades  comandadas  pelo  governante da Síria, poderá  ser interpretada  como   uma país  que esteja dando  apoio político às ações do ditador. Tal  posição de um país  da importância da Rússia não é conveniente  para a suas relações políticas e econômicas no âmbito  internacional. Decerto sabe-se que os Estados Unidos, por exemplo, embora sendo uma nação democrática, também já se envolveram,  em alguns  casos e em  épocas  diferentes,  com   práticas  reprováveis em sua  política  externa.

Todavia,  não se pode  negar a circunstância de que tanto os Estados Unidos quanto a Rússia já desempenharam  papéis  relevantes  relativos  à paz mundial, sendo um  bom exemplo a contribuição  de ambos   na Segunda Guerra Mundial. A rigor,  nenhum país  é assim  inteiramente  ingênuo e livre de culpas ao longo da História  da humanidade. Contudo,   ao depararmos com a violência em algumas partes do mundo, como é o  exemplo da Síria,   não se  poderá aceitar matanças  de inocentes e  desamparados. Seria uma atitude  saudável  expressar  solidariedade  a quem é impedido  de  exercitar sua  dignidade,  cidadania e liberdade.

Confio em que as potências  citadas  hão de  repensar  em profundidade  seus interesses internos e   externos,  econômica e ideologicamente considerados, e ajudar aqueles que  estão morrendo na Síria atualmente diante dos nossos  olhos conturbados pela visão  do pavor  da tragédia síria.
