Maracanâ Stadium: turmoil between the police and Brazilian indians


Dear  reader: This column, under the title Brazil's Overview Corner, whenever  possible,  will be  written directly  in English so that people who do not read Portuguese  will be able to  have access to it. Needless to say that constructive  criticisms will be   welcome. A Portuguese translation  is given below the English text.

The day before yesterday, Rio de Janeiro has seen an unsual and regrettable incident involving Brazilian indians and the local state police force. The indians have for a long time peacefully lived in an old building named “Aldeia Maracanã ” This name alludes to its location very close to the worldwide famous Maracanã Stadiium..

The police had judicial orders to invade the building and expel the indians. However, the way the police use to do it was beyond normal civilized manners to treat Brazilian indians. According to one of the indian leaders, the police used brute force, that is, they made use of tear gas, rubber gun shots, pepper spray, besides other aggressive physical actions in full disrespect towards the natives. This fact is doubly irrational as even high public officers such as a Republic attorney, a  public attorney and a lawyer were also victims of excessive use of  authority on the part of  the  police. I should say the Brazilian Supreme Court ought to take due  steps in order to investigate in full details why the police in Rio de Janeiro have acted so brutally against important public officials. In no other time in the history of Rio de Janeiro’s governors have we had any equal news of the chief state authority behaving so arrogantly as the present Rio de Janeiro’s governor.

It is is known that the governor of a state is the highest authority to determine the police to quell disorders, but what people have seen were acts of cowardice towards the victims who were there to negotiate in a civilized way and not be treated violently by the police.

During the invasion there were also demonstrators, generally students who were there to give support to the indians’ claims and right to remain in the old building. The students were also repressed by the military state troops.

The incident reminded me of the dark years of Brazil’s repression during military dictatorship  period.
The reason why the state of Rio de Janeiro wanted to expel the indians from the old building, which is also known as the Indian Museum,  is simply economical inasmuch as it implies to turn private the Maracanã Stadium now still controlled by the state government. They want to transform the place into a big parking lot, and also to make use of the rest of the space to build, let us say, a shopping center. These are perhaps the main reasons the governor had in mind when he appealed to Justice in order to take over of the old building. As you can see, merely for financial reasons.

On the other hand, it is a pity that the judicial power has taken a position to benefit the financial side of the issue and not, as we would expect, give protection to the weakest side, I mean, the indians’ right to remain in a place they already regard as their “home” and their habitat. As far as I know, the indians have never given reason to complaints on the part of the Maracanã Stadium neighborhood.

It is necessary to emphasize the circumstance that the Maracanã Stadium is going through an ample reformation and modernization in its architectural structure with a view to the important ongoing world events that will take place in the city of Rio de Janeiro: The Olympic Games, the World Soccer Cup , just to mention the most important  megaevents.






O Estádio do Maracanã: tumulto entre policiais e índios brasileiros

Anteontem, o Rio de Janeiro presenciou um lamentável e raro incidente envolvendo indígenas e a força policial.Por muito tempo, os índios vivem em paz num velho prédio chamado “Aldeia Maracanã”. Deve este nome à sua localização vizinha ao mundialmente famoso Maracanã.

A Polícia recebeu determinações judiciais para invadir o prédio e expulsar os índios. Entretanto, a forma de abordagem policial não respeitou os modos educados de dar tratamento aos índios brasileiros, Segundo um dos líderes indígenas, a Polícia empregou o uso da força, isto é, utilizou-se de gás lacrimogêneo, tiros de balas de borracha, spray de pimenta, além de uso da força física com total desrespeito aos indígenas. Este fato é duplamente irracional, pois até altos funcionários públicos tais como um Procurador da República, um Defensor Público e um advogado foram da mesma forma vítimas de abuso de autoridade por parte da Polícia.Diria que a Suprema Corte de Justiça deveria tomar inciativa a fim de mandar investigar com rigor os motivos que levaram a Polícia do Rio de Janeiro a agir assim brutalmente contra membros importantes do governo federal. Em nenhum outro momento da história dos governadores do Rio de Janeiro tivemos notícias de que a máxima autoridade estadual se comportasse com tanta arrogância como o atual governador carioca.

É do conhecimento geral que o governador de um estado é a mais alta autoridade com prerrogativa de determinar à Polícia para reprimir desordens, porém o que se viu foram atos de covardia para com as vítimas que ali estavam para negociar de forma civilizada e não serem tratadas com violência.

Durante a invasão houve igualmente protestos na maioria de estudantes que ali estavam para se solidarizarem com as reivindicações dos indígenas e seus direitos de permanecerem no velho casarão. Os estudantes, da mesma forma, foram reprimidos pelas tropas estaduais.

O incidente me fez lembrar dos anos sombrios da repressão durante a ditadura militar.

A razão pela qual o estado do Rio de Janeiro decidiu a expulsar os índios do velho casarão, o qual é também conhecido como o Museu do Índio, foi meramente econômica, visto que tem-se em vista privatizar o Maracanã ainda atualmente sob o controle do estado. O objetivo do governo é transformar o Maracanã num grande estacionamento e também utilizar o espaço restante para construir um shopping comercial. Talvez estes sejam os motivos principais que levaram o governo a recorrer à Justiça a fim de retomar o velho prédio. Como se vê, estão em joga razões financeiras.

Por outro lado, é lamentável que o poder judiciário tenha tomado uma posição que só vem trazer benefícios para o lado financeiro da questão e não, como seria de esperar, dar suporte ao lado mais desprotegido, isto e, o direito de os indígenas de permanecerem num lugar que pelo tempo já consideram seu “lar” e seu hábitat. Que eu saiba, os índios até hoje nunca deram motivos de reclamações da parte de moradores da vizinhança do Maracanã.

Cumpre ressaltar a circunstância de que o Estádio do Maracanã se encontra agora em fase de ampla reforma e modernização tem do como meta os futuros eventos mundiais a serem realizados na cidade do Rio de Janeiro. Só para citar alguns destes megaeventos, temos os Jogos Olimípicos, a Copa Mundial de Futebol.
