BRAZIL'S OVERVIEW CORNER: ONE MORE DIRTY TRICK PLAYED BY SYRIAN GOVERNMENT

       This article  tries to  discuss the latest  bloodythristy deed committed by the dictator Bashar Al Assad. I am referring to the  aircraft bombardment made by the military forces, according to news exhibited by international  press and by foreign  analysts of Syria’s devastating  civil, under the  command of  that dictator.

       In previous articles  dealing with this issue, I have  recurrently shown   that this war, which has been  dragging on for five years, has brought about the deaths of thousands  of  people since it   started.  To make things  still worse, in spite of the  several attempts  made by  international  organisms (UN  and its Security Council), aiming  at  solving this  disastrous  conflict  between individual  of the same country, up to now  almost nothing has been  done  to put an end to these  massive massacres, in which  the most  suffering  part  of the population  is comprised by  children, innocent  civilians, and aged  people.

      The latest   attack has been  perhaps the most  tragic one, as many lives of  innocent and unprotected  people have been lost. It  should be pointed out  that this time hospitals  were bombarded, thus killing and  injuring  children, sick people and even doctors who were on duty and saving  lives. Needless to say that such raids have often  broken the Geneve conventions  that rule on  war crimes, i.e., any  place, any city where hospitals and civilians  are  located, cannot be a target of  attacks.

        Obviously, one again this has not been   respected by the Syrian  heavily  armed forces. The dictator does not   obey any international  conventions  governing  a state of   war.

       What  was most  abominable and  horrified is that, as analysts state, all the three bombs dropped on the important city of  Aleppo, had in view to  destruct  buildings  of civilians and  hospitals that were reduced to  rubble. 

      When a barbarous   government such as the one  ruled by Assad goes up to the point of  forgetting  any traits of  international  treaties  or agreements, it is high time for the great  powers  which govern  their foreign policy by respecting  human  rights to  join forces and set up a plan  to   oust  a dictator  that so far  has repeatedly   eschewed all attempts  to reach  a definitive peace  agreement via diplomatic   channels. 

      I think that, under such  a delicate  and crucial situation  lived by Syrians, the United States and their allied countries  ought to draw up  strategies to deter this stupid  carnage. Being a Nobel Peace Prize winner, President  Barack Obama   should not neglect the opportunity to  add to his  political  biography,  in the field of  foreign  policy, as being the invaluable   world leader  who was capable of   giving  back peace to Syria  by definitely ousting the cruel dictator.

    This might be carried out  with  the  necessary aid of the  opposition, the rebels who have fought since the beginning of the conflict  against  the dictator Assad. By uniting forces  with the  rebels and the  help of  allied countries, I presume the USA will be able first to start talks with Russia, country which is  giving  military support to the dictator, and try to  reach a compromise with Russians in order to put and end to this  conflict that cannot go on  destructing all that is left of  Syria and causing  the waves of  Syrian  refugees fleeing from their embattled  country in search of a better  place outside  of  Syria to live with  peace and free of  oppression  and deaths of  innocents. By the way, it is unthinkable that damages be continuously  done in Syria  for  such a long  war time. There must be a deterrent to this ghastly  civil war.World leaders  ought not just stand there.

   The Syrians  refugees, on  trying to enter Europe and other parts of the world, including Brazil, do behave so because they do not  have any other way out, but only despair.  Having no available secure ways to leave out their country, the Syrians have a high toll of deaths in their  attempt to get rid of  the oppression, hunger and terrorism installed in the battle fields of their  almost  completely  devastated  birthplace.

    It appears that one does not  have international forums at all to  stand up  for the crimes  committed by a  hideous  dictatorship. I think the Hague Court  does not play any more an important role  as an organism to demand hard and harsh punishments against Bashar Al Assad government. It is not possible that this autocratic  ruler continue  doing tremendous  hardships to the people of Syria. What he has done so far may be characterized as true  terrorists actions as  much  savage as other  types of  terrorists groups  such as Al-Qaeda and the Islam State, for  instance.

  To allow that aicraft attacks may be  carried out  against innocent  children, volunteers doctors and nurses, in hospitals  resulting  in  injuries and fatal victims can only be regarded as acts of an insane and a monster that has neither  soul nor the minimum traits of a human being.

 If the actions of this  dictator are  not  thwarted by great nations  which favor democracy and peace,  other continuous  hellish  deeds will be practiced by Syria’s dictator. He must be stopped, otherwise  mankind will not be   worthy of belonging to human species whose main features ought to be endowed with reason and the feeling of  mercy.

              MAIS UM GOLPE  BAIXO DO GOVERNO SÍRIO

       Este artigo procura discutir o mais recente ato sanguinário  perpetrado pelo ditador Bashar Al-Assad. Refiro-me ao bombardeio aéreo levado a efeito pelas forças militares sírias  -  conforme notícias divulgadas pela  imprensa  internacional e por analistas  estrangeiros  ou mesmo  brasileiros que comentam  sobre a devastadora guerra  civil -  sob o comando daquele ditador.

       Em artigos anteriores enfocando  essa questão, tenho  seguidamente  demonstrado que essa guerra, a qual tem-se arrastado por cinco anos,  tem  vitimado  milhares de pessoas desde o seu  início. O que é pior, a despeito de várias tentativas feitas por  organismos   internacionais ( Nações Unidas e seu  Conselho de Segurança), com vistas à solução desse conflito desastroso entre indivíduos do mesmo país, até agora quase nada se fez  a fim de pôr cobro a esses massacres maciços, nos quais a parte da população que mais  sofre é composta  de crianças,  civis inocentes e idosos.

     O mais recente ataque quiçá tenha sido o mais  trágico,  porquanto se perderam muitas vidas inocentes e pessoas  desprotegidas. Deve-se assinalar que desta vez hospitais  foram bombardeados,   matando e ferindo  crianças, pessoas  doentes e mesmo  médicos que estavam de plantão e salvando vidas. É ocioso  afirmar que tais incursões aéreas com frequência têm infringido convenções de Genebra que regulamentam os crimes de guerra, i.e., lugares ou cidades nos quais hospitais e civis  se encontram e que   não  podem ser alvos de ataques. 

     Obviamente,  mais uma vez as convenções não foram  respeitadas pelas  forças sírias fortemente  armadas. O ditador  não respeita nenhuma acordo bélico   internacional.

    O mais abominável  e aterrorizante  nisso tudo é que, segundo  reportam  os analistas, as três bombas  lançadas na  importante  cidade de Aleppo, tinham  por objetivo destruir prédios de civis e hospitais que foram  reduzidos  a escombros.

    Quando um governo  tal como o de Assad chega ao  ponto de menosprezar quaisquer  normas de tratados ou acordos  internacionais, é mais do que hora  para que  as grandes  potências que conduzem suas políticas  externas pautadas nos direitos humanos unam forças e equacionem   um plano no sentido de  apear do poder um ditador  que,  até hoje, reiteradamente tem se mostrado  esquivo a toda tentativa de alcançar uma paz definitiva por via diplomática.

    Penso que, diante de uma situação tão crucial e delicada vivida pelos sírios, os Estados Unidos e  seus aliados deveriam  formular estratégias a fim de acabar com essa  estúpida carnificina.Barack Obama, detentor de  Prêmio Nobel da Paz, não deveria perder,  na condição de líder mundial,  a oportunidade de enriquecer sua biografia  no campo  da política externa caso seja capaz de devolver  a paz à Síria  livrando-a em definitivo  do cruel ditador.

    Para tanto,  teria que contar com a ajuda da  oposição, os rebeldes que combatem desde o  início  do conflito contra o ditador Assad. Ao unir forças com os rebeldes e  o apoio de países aliados, presume-se que os Estados  Unidos poderiam  ser os primeiros a estabelecer  diálogos com a Rússia, país que está dando  apoio militar ao ditador e, desse modo,  procurar  conseguir um entendimento com os russos a fim de eliminar  esse conflito que não pode continuar  destruindo tudo que resta da Síria e provocando as ondas de refugiados sírios que deixam seu país conflagrado à procura de um melhor  lugar fora da Síria para viver em paz e livre da opressão e mortes  de  inocentes. Por sinal, são  inimagináveis os prejuízos contabilizados  pela Síria  durante   todo esse longo  período  de guerra. Urge que  haja um basta a essa assombrosa  conflagração.  Os líderes mundiais não podem  permanecer de braços  cruzados.

   Os refugiados sírios, na tentativa de  entrar na Europa e em outros países do mundo,  inclusive o Brasil, fazem isso  exatamente  porque não têm qualquer outra saída senão o desespero. Não dispondo de nenhuma segurança para deixarem seu país, os sírios, na tentativa  de escaparem da  opressão,  fome e terrorismo  instalados nos campos de batalha do seu berço natal quase inteiramente  devastado, sofrem um grande  número de perdas fatais

   Parece que não se tem mais fóruns internacionais   para a defesa dos crimes praticados  por uma  odienta  ditadura. Presumo que a Corte de Haia não mais  desempenha  seu papel  relevante de  organismo   pronto a exigir duras e  inflexíveis  punições  contra o governo de    Bashar Al-Assad. Não é possível que este governante autocrático continue  causando  tremendas aflições à população síria.O que ele tem  feito até o momento se pode  definir  como  ações verdadeiramente  terroristas tanto quanto outros tipos de grupos  terroristas semelhantes ao Al-Qaeda e ao  Estado  Islã, por exemplo.

   Permitir  que  ataques aéreos sejam  levados a cabo contra crianças inocentes,  médicos voluntários e enfermeiras em hospitais, tendo como consequência  ferimentos e vítimas fatais só pode se caracterizar como  ações de um  insano e de  um  monstro sem alma nem os mínimos  traços de um ser humano.

    Se as grandes nações defensoras da democracia e da paz  não abortarem  os atos desse ditador, outras  práticas malignas  serão  cometidas  pelo  ditador da  Síria. É preciso  detê-lo, do contrario  a humanidade  não merece ser digna de pertencer à espécie humana, cujas  principais   características  deveriam   ser dotadas  da razão e do sentimento  de  misericórdia.
